How to Read Window Energy Ratings in California

Window shopping becomes confusing when every proposal uses words such as “high performance,” “Low-E,” “Title 24,” or “ENERGY STAR” but does not show the same numbers or the same product details.

The clearest way to compare options is to work from the exact product and its certified performance information. In California, that also means confirming the project address, permit timing, scope, and compliance path rather than copying one statewide number from a sales page.

This guide explains what the ratings mean, how the labels differ, and how to compare quotes without turning a technical number into a promise it cannot support.

Start with the exact product and configuration

A performance value does not belong to a frame material in the abstract. It belongs to a defined product or product line evaluated under a rating procedure. The proposed unit may vary by:

  • manufacturer and series;
  • fixed or operable type;
  • size and configuration;
  • frame and sash construction;
  • number and thickness of panes;
  • Low-E coating and its surface;
  • gas fill, spacer, tint, grids, privacy treatment, or laminate;
  • tempered or other safety-glazing requirements;
  • reinforcement, hardware, and accessories; and
  • door glass area and panel construction.

Two windows described as black aluminum casements or white vinyl sliders can therefore have different ratings. Even two units in the same series may not carry identical values when the size, operator, or glass package changes.

Ask each bidder to connect the quoted line item to the applicable NFRC label, certificate, or certified directory record. If the document is a representative product-line rating, ask the supplier to confirm in writing that it applies to the exact configuration being ordered.

What the NFRC label tells you

The National Fenestration Rating Council is an independent nonprofit certification body for the energy performance of windows, doors, and skylights. NFRC’s residential program combines standardized simulation with validation testing and certification. Its label creates a common basis for comparison.

U-factor

U-factor measures the rate of heat transfer through the whole product, including the frame, sash, spacers, and glass. A lower U-factor means less heat transfer under the rating conditions.

Do not confuse U-factor with center-of-glass R-value. A glass-only number does not describe the complete window or door.

Solar heat gain coefficient

Solar heat gain coefficient, or SHGC, is the fraction of solar heat that passes through the product. A lower SHGC admits less solar heat.

Lower SHGC can be useful where unwanted sun drives heat and cooling loads. It is not automatically the best choice for every opening. Orientation, exterior shading, view, daylight, room use, heating and cooling needs, and the project’s compliance analysis all matter.

Visible transmittance

Visible transmittance, or VT, is the fraction of visible light transmitted through the product. A higher VT generally means more daylight.

VT is not a glare or view-quality guarantee. Glass color, coatings, screens, exterior shade, interior finishes, and the room’s geometry still affect how the opening looks and feels.

Air leakage

Air leakage, when shown, describes the rated air movement through the product under standardized conditions. Lower values mean less rated leakage.

This is product performance, not a prediction of leakage around an installed frame. Rough-opening preparation, anchors, flashing, sealants, wall interfaces, adjustment, and field workmanship remain separate.

Condensation performance

The label or product record may show a condensation resistance or condensation index value, depending on the applicable program and terminology. Higher values generally indicate greater resistance under the rating conditions.

No rating promises that condensation can never occur. Indoor humidity, outdoor temperature, interior coverings, air circulation, installation, and surrounding construction can change surface conditions. NFRC’s consumer label explanation provides the direction of each metric: lower U-factor and SHGC reduce the rated heat transfer or solar gain, while higher visible transmittance and condensation resistance indicate more daylight transmission or greater rated condensation resistance.

NFRC, ENERGY STAR, and California code are different checks

These terms are related, but they do not mean the same thing.

NFRC reports certified product performance

NFRC provides the standardized ratings used to compare certified products. It does not choose the best product for a room and does not approve the project’s permit or installation.

ENERGY STAR is a voluntary product qualification

ENERGY STAR uses NFRC-certified U-factor and SHGC values to determine whether products qualify for its climate zones. Under the current Version 7.0 specification, a window for the Southern climate zone must have a U-factor of 0.32 or lower and an SHGC of 0.23 or lower.

That benchmark is useful, but it is not a project-specific California code determination. An ENERGY STAR-qualified product still must be checked against the project’s applicable requirements. Conversely, code compliance does not automatically make a product ENERGY STAR-qualified.

California sets project compliance requirements

California has 16 climate zones. The 2025 Energy Code became effective for permit applications submitted on or after January 1, 2026. The code includes mandatory requirements and prescriptive or performance compliance paths. The 2025 Single-Family Residential Compliance Manual explains how alterations, exceptions, and documentation can depend on project details.

This is why a sales page that gives one statewide U-factor or SHGC threshold can be misleading. Before ordering, confirm:

  • the project address and CEC climate zone;
  • the permit application date;
  • whether the work is a repair, alteration, addition, or new construction for the applicable review;
  • the project’s prescriptive or performance path;
  • the exact fenestration values carried in the approved documentation; and
  • who is responsible for forms, labels, field verification, and inspection.

Use the current California Energy Commission documents and the authority having jurisdiction. For a project-specific conclusion, use the responsible contractor, designer, energy consultant, and building department.

Is a lower number always better?

For U-factor, lower means less heat transfer under the test conditions. For SHGC, lower means less admitted solar heat. For visible transmittance, higher means more visible light. For condensation performance, higher generally means more resistance under the rating conditions.

Those directions do not create one universal “best” label. A product can reduce solar heat gain while also reducing daylight. A very large west-facing opening can behave differently from a smaller shaded north-facing window. Exterior overhangs, trees, nearby buildings, interior shades, room use, glass area, air sealing, and HVAC design affect the overall result.

The responsible comparison starts with the goals for each opening:

  • reduce afternoon overheating;
  • improve winter comfort near the glass;
  • preserve daylight;
  • control glare;
  • support a view;
  • reduce drafts;
  • meet code documentation;
  • improve sound control; or
  • balance several of these without over-specifying the product.

Then compare exact configurations against those goals and the project requirements.

Low-E, panes, gas, and frame material are inputs, not the final answer

Low-emissivity coatings, multiple panes, gas fills, warm-edge spacers, insulated frames, and thermal breaks can influence performance. But a feature list cannot replace the certified whole-product rating.

Avoid shortcuts such as:

  • “triple pane is always best”;
  • “aluminum can never comply”;
  • “vinyl is automatically the most efficient”;
  • “Low-E means the window meets code”; or
  • “the glass R-value tells you the window’s U-factor.”

Product design and configuration matter. Compare the NFRC values, dimensions, operation, test and certification information, visual qualities, structural needs, maintenance, warranty, and installation scope together.

Energy ratings do not answer water, wind, security, or sound

An NFRC label is not an all-purpose performance certificate. It does not by itself establish:

  • resistance to wind-driven rain;
  • structural capacity for the project;
  • installed waterproofing or air sealing;
  • forced-entry resistance;
  • finish or hardware durability near the coast;
  • safety-glazing compliance;
  • emergency escape compliance;
  • sound transmission performance; or
  • the quality of field installation.

For air, water, and structural product performance, ask for the applicable standard, class, performance grade, test size, and configuration. For sound, ask for the exact assembly’s test data when available. For the installation, require written details for the rough opening, anchors, flashing, drainage, sealants, cladding, thresholds, finish work, and responsibility. How to compare two window or door quotes

Create one opening schedule and give it to every bidder. Then compare these fields side by side:

  1. Manufacturer, series, model or configuration, size, and operating type
  2. Frame material, finish, reinforcement, hardware, screens, and accessories
  3. Exact glass construction, coating, gas, spacer, tint, laminate, and safety treatment
  4. NFRC U-factor, SHGC, VT, air leakage, and condensation value when shown
  5. The label, certificate, or directory record tied to the proposed configuration
  6. ENERGY STAR zone qualification, if the proposal uses the ENERGY STAR claim
  7. CEC climate zone, permit timing, and the applicable compliance path or approved energy documentation
  8. Air, water, structural, sound, security, or coastal evidence required by the project
  9. Insert, full-frame, or changed-opening installation scope
  10. Flashing, drainage, anchors, sealants, interior/exterior finish, cleanup, and concealed-condition responsibilities
  11. Product, glass, finish, hardware, labor, and service warranties
  12. The party responsible for ordering accuracy, labels, permits, inspections, adjustment, and post-installation service

If the proposals do not describe the same work, do not compare the totals as though they do.

California’s Contractors State License Board guidance recommends verifying the license and obtaining at least three written bids based on identical plans, specifications, and scope. Product ratings are one part of that comparison, not a replacement for contractor and scope review.

Red flags in an energy-performance claim

Pause and ask for documentation when you see:

  • one rating used for every window and door without configuration support;
  • a label that belongs to a different series, operator, size, or glass package;
  • an ENERGY STAR logo used as proof of project-specific code compliance;
  • a code threshold quoted without the address, climate zone, permit date, or compliance path;
  • a percentage energy or bill-savings promise without a documented model and assumptions;
  • a glass-only value presented as whole-product performance;
  • a material ranking used instead of certified ratings;
  • “best,” “coastal rated,” “soundproof,” or “maintenance free” without a defined standard;
  • no written installation or flashing scope; or
  • no party responsible for preserving labels and compliance documents through inspection.

A seven-step homeowner process

1. Build an opening inventory

List each room, elevation, approximate size, operating type, orientation, shade, current problem, and design goal. Add photographs and plans when available.

2. Identify the project context

Confirm the address, CEC climate zone, permit timing, scope, and likely compliance path with the responsible team.

3. Shortlist exact products

Ask for manufacturer, series, configuration, frame, finish, hardware, and glass details. Do not accept a material category as the specification.

4. Compare certified ratings

Collect the applicable NFRC label, certificate, or directory information for each configuration. Compare U-factor, SHGC, VT, air leakage, and condensation performance in the context of the room’s goals.

Document measurement responsibility, removal method, rough-opening preparation, flashing, drainage, anchors, sealants, finish work, permits, inspections, cleanup, and service.

7. Retain the records

Keep the signed proposal, opening schedule, product approvals, NFRC information, energy documents, installation instructions, warranties, maintenance guidance, photographs, permits, inspection results, and change orders together. Do not discard required labels before the responsible inspection is complete.

Frequently asked questions

Does ENERGY STAR mean a window meets California Title 24?

Not by itself. ENERGY STAR is a voluntary product qualification based on NFRC-certified performance criteria. California code compliance depends on the project’s applicable requirements and documentation.

What U-factor and SHGC should I buy in Southern California?
